The camera works for Windows Hello login when signing out and back in without rebooting, but doesn't work when booting the VM Windows says it is unable to turn on the camera.

Using the camera is USB passthrough mode. My guess is Windows is saying 'turn on the IR camera' and Fusion / MacOS doesn't know what that is. I have a MacBook Pro I use in clamshell mode, so the built-in camera isn't available. My guess is Windows Hello isn't supported in VMWare Fusion as it requires a camera with IR, which all of the Apple and most other cameras don't have, but just checking.
